The #3 hitter is whoever the team feels will be able to drive in the most runs. He almost always has the best bat in the lineup. He'll be expected to see the best pitches too, because the #4 guy will (should) provide protection in the lineup. Why pitch around the #3 batter when the #4 guy will just burn you anyway? Generally, the three hitter is expected to bring runs home - if the guys in front of him have done their job by getting on base. So the 3 hitter should have a pretty good on-base %, not strike out too much, be able to execute a hit-and-run, etc. The number 3 hitter in the lineup is seen as the best overall hitter in the lineup.
