Who are the only pitchers in MLB history to have at least 200 career wins without a 20 win season?

I believe that the following pitchers fit this category: Jerry Reuss, Milt Pappas

I used to ask this question to people about 15 years ago. I am sure there are new members to this infamous club.

Apart from the two you mentioned:
Frank Tanana ('73-'93) W230-L236 - most W: 19
Charlie Hough ('70-'94) W216-L216 - most W: 18
Dennis Martinez ('76-'98) W245-L193 - most W: 16
Mike Mussina ('91- ) W224-L127 - most W: 19

Not sure if there are any new official members in the club, but here are two that are currently active that may end up in that category.

Mike Mussina (37 yrs old) - he's 224-127 and has not had a single 20 win season.

Kenny Rogers (41 yrs old) - he's 190-131 and probably has a decent shot at getting 10 more wins under his belt before he retires.
