How does a Junior/Senior League withdraw from Little League and join Pony/Colt League Baseball Organization?

League Baseball organization is currently members of National Little League Baseball Junior/Senior League play. We are constantly loosing kids to other cities who's league play is Pony/Colt due to the Pitching distance and the base distance. How do we withdraw from Junior/Senior League play and become members of the Pony/Colt League organization?
