There is no magic height. As your height increases, so does your wingspan, but a lot depends on yor ups. If you are between 17-21 years old, when your jump will be at its peak, a ballpark height would be about 6"2. Over that if you have better than average jumping ability, I'd expect to dunk.
Again, though, "ups' vary greatly person to person. Some people are 6"8 and can't dunk, others can dunk at 5"8.
The best way to improve your jump is proper training. Buy a pair of Strenght Shoes (big platforms underneath the foot, but not the heel. Follow their training program for increased jump. This is by far the best investment you can make if you want to jump higher.
Also, box jumps (standing still and leaping up on wooden box 4 feet off the ground) helps. You can do squats and calf raises as well, along with plain old jumping drills.
Lastly is mechanics. You need to know if you are a one foot or two foot jumper. Some jump better off too feet, some get higher off of one. Know yourself and which one you are. One foot jumpers use a lot of runnning speed to dunk and it requires much better timing. Two foot jumpers leap without the long running start but usually dunk with two hands. If you are young you should be able to add at least a few inches to your jump with proper training.
